Over the next 20 years, SWEPCO’s diverse energy resource mix will include significantly more wind and solar. This transition puts us further along the path to achieve AEP’s goal of net-zero carbon dioxide emissions by 2050.
Three new wind farms in north-central Oklahoma are tapping into some of the country’s best wind resources and delivering renewable energy to SWEPCO’s Louisiana and Arkansas customers.
Together, the wind farms are known as the North Central Energy Facilities (NCEF). They will provide 1,484 megawatts (MW) of clean energy – enough to power 440,000 homes.
SWEPCO owns 54.5%, or 809 MW, of the NCEF project, with an investment of $1.01 billion. Our sister company, Public Service Company of Oklahoma, owns 675 MW. Regulators in Arkansas, Louisiana and Oklahoma approved the proposed project in 2020.

In addition to the environmental benefits of wind energy, Arkansas and Louisiana customers will save an estimated $2 billion over the 30-year expected life of the facilities.
The wind farms will help our Louisiana and Arkansas customers meet their own renewable energy and sustainability goals. (Learn more about the optional purchase of Renewable Energy Certificates.) The additional renewable energy will make communities more competitive for economic development.
Over the next eight years, we will reduce our coal generating capacity by almost 1,900 megawatts. SWEPCO retired more than 200 megawatts of older natural gas units in 2019 and 2020.
We have worked to balance the remaining life and economic viability of our coal-fueled generating units with other options for generating power, including renewable energy and natural gas.
SWEPCO plans in 2024 to add 72.5 megawatts (MW) of solar energy to its diverse resource mix with the Rocking R Solar Facility. Located approximately 20 miles north of Shreveport, La., the facility will produce enough solar energy to power about 12,000 homes for a year.
The proposal supports SWEPCO’s long-term plan of increasing its use of more environmentally-friendly energy sources, such as solar and wind.
SWEPCO is seeking approval of the Rocking R Solar Facility from the Arkansas Public Service Commission (APSC), the Louisiana Public Service Commission (LPSC) and the Federal Energy Regulatory Commission (FERC). Regulatory filings in Texas will be made at a later date.
